Buganda tables Shs 305 billion budget for 2025/26

The Buganda Kingdom has approved a Shs 305 billion budget for the financial year 2025/26.

The budget was presented by the Second Deputy Katikkiro and Minister for Finance, Robert Waggwa Nsibirwa, at Bulange, Mengo, today.

Nsibirwa emphasized that the budget prioritizes youth empowerment, early childhood development, and agriculture.

“We have passed this budget to support our youth, early childhood, and agriculture, and we are committed to its implementation,” he said.

Nsibirwa also urged Buganda’s parliamentary group to remind the central government of the Shs 500 billion owed to the kingdom, noting that only Shs 38 billion was allocated in the recent national budget.

The kingdom’s budget allocations include:

  • Shs 36 billion: Envujjo, Busulu, and Kkanzu ku ttaka
  • Shs 22 billion: Rental arrears from the central government
  • Shs 26 billion: Student fees from kingdom schools
  • Shs 1.3 billion: Kingdom bursaries
  • Shs 2.8 billion: Property arrears
  • Shs 292 million: 10% contributions from kingdom workers
  • Shs 74 billion: Partnerships
  • Shs 11 billion: Partners
  • Shs 21 million: Sports, youth, and talent development
  • Shs 900 million: Certificates, Oluwalu, and other items for sale
  • Shs 534 million: Werinde Insurance Services Limited
  • Shs 15 billion: Mwanyi Terimba Limited
  • Shs 160 million: Buganda well-wishers abroad
  • Shs 19 billion: Communication and information
  • Shs 123 million: Tourism
  • Shs 72 billion: Cooperatives
  • Shs 821 million: County contributions
  • Shs 891 million: Treasury arrears
  • Shs 173 million: Buganda Kingdom Education Institutions Development Fund
  • Shs 494 million: Buganda Cultural and Heritage Support Fund
  • Shs 556 million: Market collections from royal markets
  • Shs 1 billion: Omugatte 18
  • Shs 100 million: Association of Masters of Ceremonies
  • Shs 230 million: Nkuluze Holdings Limited
  • Shs 87.3 million: Luganda Language Association
  • Shs 2.24 billion: BUCADEF
  • Shs 356 million: Other sources
  • Shs 315 million: Dividends from kingdom agencies

The total revenue amounts to Shs 305 billion for the 2025/26 financial year.

Katikkiro Charles Peter Mayiga stressed the importance of transparency and trust in managing kingdom funds to achieve the budget’s objectives.

The Lukiiko commended the budget’s focus on youth empowerment, job creation, digitalization, early childhood development, and coffee farming.

They also acknowledged Kabaka Mutebi’s recent medical travel abroad and praised the Katikkiro’s visits to Buganda subjects in Europe and North America.

However, only 6 out of 70 Members of Parliament from the Buganda region attended the session, which was noted with disappointment.
