KCCA: Rumours of “juju” as Kisaka, Luyimbazi fight over city deals

All is not well at Kampala Capital City Authority (KCCA) between the executive director, Dorothy Kisaka and her deputy, David Luyimbazi, reliable sources have told Bbeg Media.

Sources at city hall have told us that the animosity between the two is so bad that even juju (witchcraft) has been cited as a reason why the two fear to visit each other’s offices and only meet in the KCCA boardroom during meetings.

Our sources told us that their fights are largely an ego thing. Each wanting to exert control over the other.

While Kisaka is Luyimbazi’s boss according to the authority’s organogram, officially he does not report to her. Both report to the minister of Kampala Capital City Authority, Hajjat Minsa Kabanda.

We have been told that the rope-pulling over the non-payment of KCCA casual labourers partly exposed the rift.

Sources have told us that Seven Hills, which handles all cleaners has the backing of Kisaka. Luyimbazi, we have been told, was initially hostile to Seven Hills but later backed off.

“They all have dirty information about each other and they have been reporting themselves to the minister,” our source said.

Both have been accused of fronting different Chinese firms to do road works in the city.

Luyimbazi, for instance has been accused of fronting Chinese firm, China Communications Construction Company (CCCC) for lucrative contracts. He is said to have struck a close relationship with CCCC during the days he worked as Director of Planning at the Uganda National Roads Authority between 2007 and 2015.

Kisaka, on the other hand, is said to favour China State Construction Engineering Corporation (CSCEC) and has granted them several contracts such as Acacia Avenue, Ntinda – Nakawa, Najeera link and Kulambiro Ring roads.

Sources have told us that when it comes to office operations, Luyimbazi works mostly with state minister for KCCA, Kabuye Kyofatogabye and former KCCA head of Public and Corporate Affairs (PCA) Daniel Nuwa-Abine.

Nuwa-Abine was allegedly fired by Kisaka and replaced by Simon Kasyate, who is said to have been recruited into the authority irregularly.

Luyimbazi is also said to work closely with former KCCA director Legal Caleb Mugisha at the expense of the current boss Frank Rusa. Sources claimed that he undermines Rusa because he is said to have been recruited by Kisaka.

Simon Kasyate, the spokesperson of KCCA said initially he had heard that the two had differences but to the best of his knowledge, Kisaka and Luyimbazi had buried their hatchet.

“When I came there was this talk that they were not working together and had some issues. But I can tell you, they work so well now,” he said.

He laughed off the talk of ‘Juju’ and said he had been in a meeting between Luyimbazi and Kisaka in the latter’s office.

He said he was shocked to learn that “my name” had been dragged into the conflict.

Efforsts to talk to Kisaka and Luyimbazi were futile as the two did not return our calls.
