Father led URA, she will lead UEDCL: Joselynne Rwakakooko

Joselynne Rwabwogo Rwakakooko, who has been appointed acting managing director of the Uganda Electricity Distribution Company Limited (UEDCL), is the daughter of Elly Rwakakooko, who served as commissioner-general of Uganda Revenue Authority (URA) from 1997 to 2000.

Elly is also a cousin to first lady Janet Museveni and now lives in Ruhama, Ntungamo, where he engages in private business.

UEDCL’s managing director Paul Mwesigwa was sent on forced leave last week amid an internal administrative review into the company’s performance.

In a statement, UEDCL said Rwakakooko brings considerable industry experience to the role.

Before joining UEDCL, she worked at Umeme, where she held several positions, including customer service engineering manager and head of network operations. She officially registered as an engineer this year.

Her LinkedIn profile also lists an earlier role as a business analyst at Lafarge Cement. At UEDCL, she has served as chief commercial and operations officer since the company took full operational control from Umeme in April 2025.

Rwakakooko’s appointment comes at a turbulent moment for UEDCL. The power regulator, the Electricity Regulatory Authority (ERA), raised concerns over operational and management lapses, prompting the Ministry of Energy to order an internal administrative review into the company’s performance.

For the time being, she now inherits a company under pressure to demonstrate that state-led power distribution can succeed where a private concessionaire fell short.
