RDCs must lead fight against corruption, says Bamwine

The NRM Secretariat commissioner in charge of Resident District Commissioners (RDCs), Fred Bamwine, has warned against delays in mobilising public servants to implement the ruling party’s manifesto.

Speaking to Bbeg Media, Bamwine said President Museveni appointed RDCs to support government programmes and ensure effective service delivery.

He warned that officials who fail to perform their duties risk losing their jobs.

“The public should report errant presidential commissioners because we are there to serve the people, not ourselves,” Bamwine said.

Drawing on his experience as an RDC in different parts of the country, Bamwine urged RDCs to closely monitor government programmes such as the Parish Development Model (PDM), Emyooga and Skilling Uganda, among others aimed at lifting citizens out of poverty.

He noted that President Museveni has directed all MPs, regardless of political affiliation, to monitor how taxpayers’ money is spent. He said RDCs should play a similar oversight role.

Bamwine also warned RDCs who fail to provide administrative guidance on land disputes and instead collude with land grabbers.

He said such officials risk dismissal, adding that government has adopted a “no sleep” approach in ensuring accountability and service delivery.

He further called on RDCs to work closely with security agencies to combat rising crime, including mob justice, gender-based violence, theft and drug abuse among young people.

Bamwine specifically condemned recent incidents of mob justice, including the killing of former rugby player Sydney Gongodyo, and urged communities to report suspected criminals to law enforcement agencies.

He said that now that President Museveni and his cabinet have been fully constituted and sworn into office, RDCs should take the lead in monitoring government service delivery projects.

According to Bamwine, the government has prioritised education, health, agriculture, security and regional stability in the new financial year.

He expressed concern that some RDCs remain unaware of the misappropriation of public funds in schools, health facilities, markets and road construction projects within their areas of jurisdiction.

Bamwine urged them to regularly inspect public projects to ensure value for money and accountability in the use of taxpayers’ funds.

On the Parish Development Model, he reminded beneficiaries to use the funds responsibly.

He said the programme is intended to alleviate poverty and create opportunities for other eligible beneficiaries through the revolving nature of the fund.
