The Ministry of Justice and Constitutional Affairs has asked MPs to approve Shs 140 million to train staff on how they can safely use condoms.
The shocking revelation is contained in the ministry’s ministerial policy paper that was tabled before the Legal and Parliamentary Affairs.
The matter was raised by Jonathan Odur, the Shadow Minister for Constitutional Affairs, arguing why the expenditure was necessary.
“Why are we teaching the Ministry staff how to use condoms?” Odur asked.
Norbert Mao, the minister, replied that the expenditure is in line with the country’s efforts to curb the spread of HIVaAIDS.
“HIV?AIDS is a serious problem. Uganda is at the forefront of fighting it and our president has received accolades because of his efforts to contain it. So there is no problem,” Mao said.
The Shs 140 million is part of the Shs 164.3 bn that the ministry is seeking for next financial year.
Mao said the government intends to compensate people in Acholi, Lango, and Luweero who lost cattle to insurgency.
