Amos Bagonza, the LCV councillor for Makerere University Ward, today led a group of youth to Kampala Capital City Authority (KCCA) headquarters demanding the release of a list of KCCA employees and their respective responsibilities.
The group said their action followed a petition submitted to KCCA’s Human Resource Directorate on June 11, 2026, seeking information about the authority’s workforce and recruitment processes.
Bagonza, a member of the NRM, said he and the youth were dissatisfied with the way recruitment and allocation of employment opportunities are handled at KCCA.
“I have received credible information suggesting that there is secrecy, corruption and mismanagement in the recruitment and distribution of job opportunities at the authority,” Bagonza said.
He added that despite submitting a formal letter on June 11, he had not received any response from KCCA.
Bagonza and his supporters also alleged that there could be ghost workers on KCCA’s payroll. They said this was why they wanted a comprehensive list of employees to be displayed publicly at KCCA offices and through other official communication channels.
Responding to the concerns, KCCA spokesperson Daniel Nuwe Abiine said the release of such information is governed by established procedures and protocols.
Abiine explained that the Human Resource Directorate cannot simply release employee information without following the required processes.
“There are procedures that must be followed before such information can be released,” he said.
He added that KCCA is preparing an induction programme for newly elected councillors to help them understand the correct procedures for accessing information and engaging with the authority.
Abiine also noted that the AG regularly audits government institutions, including KCCA, and submits reports on their performance to the government.
“At regular intervals, the Auditor General conducts audits and reports on the performance of the authority,” he said.
KCCA operates under a dual governance structure. The technical wing is headed by executive director Sharifah Buzeki and other directors, while the political wing is led by the Lord Mayor Ronald Balimwezo.
