A magistrate’s court in Kampala has issued an arrest warrant for city dentist Dr Lule Ntwatwa after he failed to appear for judgment in a criminal case involving alleged document forgery and a disputed kibanja in Katanga, near Wandegeya.
Grade One Magistrate Winnie Nankya of Buganda Road Chief Magistrate’s Court issued the warrant on October 22, 2026, after Dr Ntwatwa and his sureties failed to attend the scheduled court session.
The magistrate ordered police to arrest Dr Ntwatwa and bring him to court so the court could deliver judgment.
“A warrant of arrest is hereby issued against accused number one, Ntwatwa,” Ms Nankya ruled before adjourning the delivery of judgment to November 9, 2026.
Dr Ntwatwa is jointly charged with Stuart Kateregga and local council leader Wasswa Ntoogo over allegations of giving false information to police and fraudulently presenting documents relating to ownership of a kibanja on the disputed Katanga Valley land, opposite the Government Analytical Laboratory near the Mulago roundabout.
The arrest warrant was issued a day after the High Court dismissed an application by Dr Ntwatwa in which he sought to stop the magistrate’s court from delivering its judgment.
Justice Paul Gadenya dismissed the application, citing abuse of court process.
The criminal case centres on competing claims of ownership of a piece of land near the Mulago roundabout along Haji Kasule Road.
The prosecution alleges that Dr Ntwatwa and his co-accused falsely claimed ownership of the kibanja, which belongs to Pastor Daniel Walugembe.
According to the prosecution, the three accused persons and others who are still at large conspired between 2019 and 2020 to defraud Pastor Walugembe of the land by claiming that they had bought it from Bulasio Bwisi in the early 1990s.
The prosecution further alleges that on an unspecified date in 2019, at Wandegeya Police Station in Kawempe, Kampala, the accused gave Detective Corporal Lubowa information they knew or believed to be false.
They allegedly claimed to be the rightful owners of the kibanja opposite the government analytical laboratory at the Mulago roundabout.
According to the charge sheet, the alleged false information was intended to make the police officer believe that the land belonged to them and spend time and resources investigating the ownership dispute.
The accused are also charged with fraudulently uttering false documents.
The prosecution alleges that on September 17, 2020, at Wandegeya Police Station, the accused presented busuulu receipts, which are documents showing payment of traditional ground rent, to a police officer.
The receipts allegedly purported to have been issued by members of the family of Ashe Sendawula Mukasa.
