Adjumani: CAO orders head teachers to mobilise pupils for Museveni’s rally

Ahead of President Museveni’s rally in Adjumani today, James Andrew Ocen, the district’s Chief Administrative Officer (CAO), has instructed all head teachers to mobilise students and pupils to attend the rally at Paridi Stadium.

The shocking order comes at a time when schools are preparing to sit for the third term examinations.

In his October 17, 2025, letter, Ocen writes that the head teachers are expected to “cooperate” with the order.

“As you may be aware, the President of the Republic of Uganda, H.E. Yoweri Kaguta Museveni T, is already in West Nile for His Campaign Tour, and he will be in Adjumani District on Monday, 20th October 2025, at Paridi Stadium, starting from 8:00 a.m. with a public assembly,” Ocen writes.

The letter comes at a time when there are accusations that pupils and students are ferried to Museveni’s campaigns, charges senior NRM officials have constantly denied.

The president of the National Unity Platform (NUP), Robert Kyagulanyi aka Bobi Wine, who is standing against Museveni, slammed Ocen’s orders.

“No wonder if you look closely at every event they have held, half of the people you’ll see are children, sometimes putting on school uniform! Let’s do what we have to do and redeem our nation from this mess,” Kyagulanyi wrote on his X handle.
