President Museveni has halted the appointment of a new executive director at Kampala Capital City Authority until certain issues are ironed out, sources have told us.

“They are crying foul,” said our source without elaborating.
We were unable to identify the individuals who had complained. Still, we have been told that the president has informally communicated to the Public Service Commission (PSC), which is leading the process, to pause.
The president had initially given PSC three months to find replacements for Dorothy Kisaka and David Luyimbazi, the former top bosses at KCCA who were sacked in September following the Kiteezi landfill debacle where at least 30 people lost their lives.
The 90 days are supposed to elapse on December 24 but it now appears the process could take longer.
Sources have told us that several people have been lobbying for the position while others have already fallen prey to conmen purporting to have close contacts at the State House.
Some of the prominent people who have since been dropped from the shortlist are: Robert Kabushenga, the former chief executive officer of Vision Group (for lacking a master’s degree), Richard Byarugaba, the former managing director of NSSF (over age), and Frank Rusa, the director legal at KCCA who is currently acting as executive director.
The shortlist has Sydney Asubo, the former executive director of the Financial Intelligence Authority, Sharifah Buzeki, the commissioner for Human Resource Management in the ministry of Public Service, Godfrey Kisekka, a former employee of KCCA and Rogers Matte, the director of Research and Development Performance at the National Planning Authority.
While the PSC is expected to recommend at least three individuals for the job after a series of interviews, the president will make the final appointment.
