At least Shs 13 bn was released to procure land for two bus terminals under the Kampala City Roads Rehabilitation Project (KCRRP) under suspicious circumstances, Bbeg Media has learned.
The terminals were supposed to help decongest the city but sources say how the money was approved and later released leaves a lot to be desired.
We have seen documents related to the procurement process of the land for the terminals indicating that KCCA procured eight acres (four acres for each terminal) at Sentema and Port Bell respectively.
But sources claim the Shs 13bn for both terminals is inflated. According to some of the documents we saw, an acre at Sentema was priced at Shs 2.2 bn.
Our investigations revealed that currently an acre in Sentema (land along the main road) ranges between Shs 600 million and Shs 800 million depending on how close or far the land is from the city.
One of the councillors claimed that the executive director of KCCA, Dorothy Kisaka, was “aware” about the manner in which this money was released.
The councillor also told us that some political leaders at KCCA are in the know but fear to talk about the matter.
“We want the IGG and other agencies to investigate the circumstances under which this money was released because as the Authority we have not sat to approve the final budget for the terminals,” said the councillor.
