Juma Kigongo, the newly appointed Resident District Commissioner (RDC) for Kasangati, has issued a stern warning to landgrabbers, urging them to immediately stop their illegal activities or face legal consequences.
A staunch supporter of the National Resistance Movement (NRM), Kigongo expressed gratitude for his reappointment. He noted that during his first 30 days in Kasangati, he has focused on studying reports related to service delivery programmes, including healthcare, education, security, trade and commerce, law and order, and development initiatives. These insights will guide his priorities for the remaining 60 days of his initial 100 days in office.
“I am grateful to the president for renewing my appointment and posting me here to continue serving Ugandans. I want to be clear: landgrabbers are becoming a significant challenge in this area. They must cease these illegal actions, or they will face the full force of the law without fear or favour,” Kigongo said.
Kigongo said land disputes pose a significant challenge to residents, potentially leading to insecurity and undermining the government’s development agenda. He warned landgrabbers to desist before a joint intervention by his office, the new Kasangati District Police Commander (DPC), and the Kasangati Town Council takes action.
Reports indicate that some surveyors, property developers, and buyers have been implicated in these disputes, causing financial losses and delays for affected residents.
Addressing the presence of the Uganda People’s Defence Force (UPDF) in the area, Kigongo explained that their role is to maintain security and ensure peace as the country prepares for the 2026 elections. He urged residents to cooperate with the UPDF in their efforts to maintain order.
As RDC, Kigongo’s primary responsibility is to monitor government programmes. He praised President Museveni’s efforts to improve government-aided schools, healthcare facilities, and access to the Parish Development Model (PDM), which has benefited 2,600 people in Kasangati. He also commended initiatives aimed at empowering women and youth, which are transforming lives in the sub-district.
However, Kigongo attributed shortcomings in service delivery such as inadequate school and hospital facilities and delayed road works to weak local governments, particularly those led by opposition leaders. He claimed their focus is on undermining the ruling government rather than serving their constituents.
Kigongo urged residents to vote for NRM candidates in the 2026 elections, emphasising that they are better positioned to advocate for government programmes, including schools, medical facilities, roadworks, and bridges.
The deputy RDC commended the NRM government for including the Kira-Matugga road in this financial year’s budget and encouraged residents to continue paying taxes, as these funds support improvements in social services. He also called on residents to ignore misinformation from opposition leaders, whom he accused of obstructing government progress.
On Museveni’s 2026 presidential bid, Kigongo encouraged Kasangati residents to continue supporting the NRM government, citing its commitment to prosperity, peace, and socio-economic transformation.
