“I need to be alone for now”: Gen Saleh declines to meet David Pulkol, former minister

For close to two weeks, Gen Salim Saleh, the coordinator of Operation Wealth Creation (OWC) has declined to meet David Pulkol, the former head of the External Security Organisation (ESO).

Sources close to the general told Bbeg Media that the general had communicated to Pulkol and others who want to see him, that he needs to have some “private time.”

We have been told that Pulkol had wanted to meet Saleh alongside Zoe Bakoko Bakoru, the former minister of Gender and Philip Idro, Uganda’s former ambassador to China. They had camped at one of the hotels waiting for Saleh’s signal.

Bakoru fled to exile in the US in 2007 alleging witchhunt over the NSSF saga but she secretly returned to Uganda in October this year after assurances from President Museveni that she will not be prosecuted.

We have learned that Saleh’s doctors advised him to cut back on meetings and to rest more.

The visit of Pulkol and his colleagues had been coordinated by Sylvia Owori, the director of operations at OWC.

“They are disappointed because they have spent a lot of time trying to meet Saleh. The general has told them he needs to rest and that will not change soon,” one of our sources said.

Owori, sources said, communicated the decision to Pulkol and Bakoko who are said to have been terribly dissapointed.

Last month, Saleh wrote to musicians informing them that he would no longer entertain them in Gulu because their visits were interfering with his work. Saleh advised them to take their grievances to Eddy Kenzo, the presidential advisor on Creatives and president of the Uganda National Musicians Federation (UNMF).

The majority of the people who seek an appointment with Saleh want financial assistance, we have been told. Others, however, want him to help secure meetings with President Museveni, his older brother.

We have been told that the general has told his aides that he wants to spend the festive season “alone with his family.”

Saleh has largely camped in Gulu since September 2020 when he lost one of his wives, Harriet Aber, who was an influential figure in the sub-region. His main base is the UPDF Fourth Division headquarters.
