Museveni’s ‘special friend’ given Shs 2.5 bn by gov’t agency without approval

Enid Kukunda, said to be a close friend of President Museveni, is one of the beneficiaries of the loans disbursed by the Microfinance Support Centre (MSC), a government agency, without approval.

Kukunda, who worked at State House and hails from Rukungiri, was allegedly given Shs 2.5 billion without approval according to a list published in The Weekend Vision, a government owned newspaper on July 6.

According to the Vision story, Matia Kasaija, the minister of Finance, instructed MSC to stop disbursing the loans because many beneficiaries did not have support documents. It is suspected that billions of shillings could have been lost through this unsecured lending scheme.

“I halted lending to SMEs and individuals and directed MSC to only lend to savings and credit cooperatives (SACCOS). At MSC, the people we need to work with are in SACCOS and cooperatives not individuals,” Kasaija said according to Weekend Vision.

Kukunda is said to be close to President Museveni having worked for him for years at State House.

The nature of their friendship remains mysterious but people who have worked with her at State House say she is one of the few “untouchables.”

In fact, when Kukunda gave birth to a pair of twins in the early 2000s, Gen Salim Saleh, Museveni’s younger brother later attended their baptism ceremony in Rukungiri.

One of those twins, Angela, got married to the son of Gen Henry Tumukunde at a glamorous wedding in April 2022.
