Julius Mutebi: Why I need another term as Kira mayor

Julius Mutebi Nsubuga, the incumbent mayor of Kira Municipality, has pledged to improve healthcare services for his constituents if elected for another term in 2026.

“After being nominated to serve you again, I assure you that under my leadership, we have made significant strides in healthcare,” said Mutebi, who recently joined the People’s Front for Freedom (PFF) from the National Unity Platform (NUP) and has been Kira mayor since 2016.

“We have constructed two modern health centres: a three-storey facility in Kyaliwajjala with 100 beds, seven doctors, an ambulance, a private wing, a labour suite, a children’s ward, and two operating theatres; and another in Kirinya, upgraded from Health Centre II to III, featuring a labour suite.”

Mutebi praised the government for providing Shs 1.8 billion in funding for these projects, recognising Kira as a model and top-performing local government in Uganda. He noted that limited access to affordable healthcare services, such as immunisation, paediatric care, treatment for non-communicable diseases, counselling, surveillance, and screening, had previously hindered development in the area.

Beyond healthcare, Mutebi highlighted achievements he has registered in the education and infrastructure sectors.

He said his administration constructed school buildings with office blocks and expanded the road network from 32 km to 65 km, with tarmac roads in Nsansa, Bulindo, Bukasa, Agenda, Mbalwa, Mandela, Buwate, and Kito. Additionally, a modern municipal headquarters is nearing completion, and his administration acquired a specialised garbage truck, 10 acres of land for waste disposal, and two acres for a modern cemetery to serve Kira’s diverse population, including many non-residents.

Speaking with enthusiasm, Mutebi attributed his achievements to divine guidance and a sense of purpose. He urged supporters to embrace his move to PFF from NUP, emphasising that his decision was strategic.

“After NUP sidelined me, PFF, with experienced leaders like Kampala Lord Mayor Erias Lukwago and Kira Municipality MP Ibrahim Ssemujju Nganda, welcomed me based on my proven abilities and experience in local governance,” he explained.

Mutebi previously belonged to the Democratic Party (DP) before switching to NUP in 2021.

In the upcoming election, Mutebi will compete against NUP’s Norman Sserwanga, NRM’s Allan Bulamu, and other candidates from various parties and independents.
