Nakaseke: Headteacher to refund Shs 4.3 million UPE capitation grant

Francis Isiko, a headteacher at Magoma Orthodox Primary School in Nakaseke has been instructed to refund Shs 4.3 million that he banked on his private account or face dismissal and charges of abuse of office.

The  money was allocated as a UPE capitation grant to facilitate the purchase of learning materials. The rot was unearthed by the LCV Chairperson Nakaseke, Ignatius Koomu Kiwanuka.

In his confession, Isiko admitted withdrawing the money without following due process. In the letter to Koomu, Isiko did not explain what he used the money for.

This marks the second time in a week that Koomu has acted tough.

Early in the week, he subjected primary seven teachers to assessment tests following poor performance in the 2023 PLE results.

About 40 teachers, identified through the recently released PLE results for 2023, sat the  assessment exams at Nakaseke Technical Institute.
Those who fail to achieve the required 60% pass mark will be required to undergo a refresher course.

“You can’t teach what you dont know,” he said.
