In open letter, retired doctor accuses minister Sam Mayanja of abuse of office 

A retired senior consultant physician has accused Minister of State for Lands, Sam Mayanja, of unlawfully cancelling his land titles and presiding over what he describes as an entrenched system of land fraud in Wakiso District.

In an open letter dated December 14, 2025, Dr Apollo Kaggwa Lutakome, a resident of Kakunyu in Mende sub-county, Wakiso district, says he was forced to address both the minister and the wider public after discovering that his land titles had been cancelled without his knowledge or due process.

“I was shocked to find that you [Mayanja] had unlawfully caused the cancellation of my land titles in Mende sub-county, Wakiso district, on the computer without my knowledge and without due process,” Lutakome writes.

The letter accuses the minister of abuse of power and office. Lutakome says he is “seriously hurting” from what he describes as the minister’s “most scandalous abuse of power”.

According to the letter, the disputed land in Kakunyu had been a source of livelihood for Lutakome’s family and employed more than 100 people. He says the developments on the land, built over more than 35 years, have now been destroyed.

“All this is now gone under your hands, Dr Sam Mayanja. I am not sure whether this is because of naivety, political disorientation, malice, greed, pathological ego, or naivety to cause us and the public to fear you and your powers,” he writes.

Lutakome alleges that under Mayanja’s tenure, land fraud in Wakiso has grown into what he calls an “industry”, driven by conmen and gangsters who decide ownership and use of land. He claims some of these actors pose as lawful occupants or relatives of landowners while using fake land titles.

He writes: “Your tenure as minister has led to land fraud and theft to another level. It has now become an industry of sorts, especially in Wakiso district.”

The retired physician says he has reported the matter to several authorities, including the police, the Directorate of Criminal Investigations, the Inspector General of Police, the Director of Public Prosecutions, courts of law, the attorney general, the minister of justice, the anti-corruption unit in State House, and the Speaker of Parliament. He says the matter has also been reported to the district and local council leaders.

He calls for independent investigations into the cancellation of his land titles and invites local and international investigators, government agencies, private investigators, and the media to visit Kakunyu and conduct their own inquiries.

Lutakome demands that Mayanja step aside to allow investigations to proceed and accuses the minister of fostering impunity.

“You have caused the cancellation of my land titles, in a manner that has shown that you have now reached the highest level of impunity in your work as a minister,” he writes.
