Government unveils revised guidelines for roads, bridges

The ministry of Works and Transport has introduced new general specifications for road and bridge works, replacing standards that have been in use since 2005.

The minister of Works and Transport, Gen Edward Katumba Wamala, said the updated specifications were long overdue and would strengthen oversight in the construction sector.

Katumba said the new guidelines include both technical and legal provisions, which will enable the government to take action against contractors who fail to meet contractual obligations.

“Yes, once we have them in place, they will be applied against contractors who violate their obligations, including carrying out shoddy work,” he said.

He added that the revised specifications are expected to improve the quality of roads, bridges and other public infrastructure projects across the country.

Katumba said the development of the specifications was a collaborative effort involving stakeholders from both the government and the private sector, aimed at ensuring they are practical and responsive to the country’s needs.

Despite the progress, he acknowledged that the sector continues to face significant challenges.

He cited the impact of climate change, noting that increased rainfall has led to frequent flooding, especially in urban areas. The flooding, he said, has disrupted livelihoods and caused widespread damage to property, roads and bridges.

Katumba also pointed to inadequate funding as a major constraint, particularly in the maintenance of existing road infrastructure.
