President Museveni’s sacking of Dorothy Kisaka, the executive director of KCCA, over the Kiteezi landfill saga has sent chills among many people who did not expect such a drastic action.
For starters, Kisaka was hailed as a “hardworking Mulokole lady” by the people who sold her to President Museveni and after a few checks the president was convinced that she was the kind of person who could ably fill Jennifer Musisi’s shoes.
Yet like in other instances, the president eventually discovered that Kisaka was unfit for the job. The president constantly received reports of corruption and infighting between Kisaka and his deputy and was only waiting for the right time to act. Kiteezi landfill saga gave him the excuse and he wielded the axe.
Besides, Kisaka, there are other women who have lost the president’s trust after intially winning his trust.
Here are some of them.
Ketty Lamaro
Ketty Lamaro replaced Dr Alex Kakooza in July 2021 on the secondment of Janet Museveni. However, we understand that the president dropped Lamaro after he obtained confidential information about her conduct. We have been told that some of this information relates to the award of contracts for the construction of Seed schools. She has been replaced by Dr Kedrace Turyagenda, who had retired from the ministry of Education after 40 years.
Jolly Kaguhangire
Kaguhangire was sacked as executive director of Uganda Investment Authority (UIA) in 2019 after she was accused of abuse of office, incompetence, gross insubordination, irregular recruitment (nepotism) and concealment. Kaguhangire, we are told, was close to Janet Museveni who influenced her appointement. When she conflicted with the UIA board, she often reminded them that she was close to the first family.
Doris Akol
Museveni sacked Doris Akol as commissioner General of Uganda Revenue Authority. We undertsand that Museveni was dissapointed that Akol had failed to prevail over corruption officials at the authority. Under Akol’s watch, several commissioners engaged in dubious deals which cost URA money. After Museveni had had enough of her, he sacked her and got in John Musinguzi.
Allen Kagina
Kagina is currently the exeutive director of the Uganda National Roads Authority (UNRA) but we understand that the president is not happy with the body’s performance. During Museveni’s 80th birthday celebrations in Luweero, he asked her scarcistically: “You are still there?” We have been told that Museveni wants UNRA to be merged with the ministry of Works, a move that Kagina opposes. People close to the president say her days at the helm of UNRA could be numbered.
Geraldine Ssali
Geraldine Ssali was recently sacked as permenrant Secretary in the ministry of Trade and Cooperatives after she was charged with corruption. Before that she had served as deputy managing director at the National Social Security Fund (NSSF) where she left amid controversey. She often reminded people that she was lured from the UK to Uganda by President Museveni yet over time the president simply got fed up of her.
