Posta Uganda unveils five-year plan to drive digital service

Posta Uganda has launched a new five-year strategic plan aimed at transforming its services through digital technology, improving customer service and creating more employment opportunities.

The strategy covers the period 2025/2026 to 2029/2030 and is built on three key pillars: service delivery standards, a client charter and a strategic plan.

It is guided by the theme, “Digitalisation of Posta Services for Inclusiveness and Employment Creation.”

Launching the strategy at the Uganda Media Centre in Kampala, the Minister for ICT and National Guidance, Justine Kasule Lumumba, said implementation of the plan has already begun.

She said Posta Uganda has started working with other government agencies to expand services and make them more accessible to people across the country.

Lumumba said Posta Uganda remains one of the government’s most important institutions, noting that it has played a significant role in connecting Ugandans through communication services over the years.

She said one of the major projects under the strategy is the introduction of a digital addressing system that will assign codes to houses, streets and land plots to improve communication, navigation and access to services.

According to the minister, the programme will begin in municipalities and cities before being extended to other parts of the country.

“This is going to begin with municipalities and cities before expanding further across the country,” Lumumba said.

Posta Uganda managing director James Arinaitwe described the new strategy as a major step towards improving service delivery and transforming the organisation.

He said the agency aims to become a stronger and more efficient public institution by the end of the strategy period in 2030.

“I reaffirm to the public that our status as an agency is not going to remain the same by 2030,” Arinaitwe said.

He said Posta Uganda also intends to support the government’s goal of achieving double-digit economic growth while at the same time doubling its own revenue over the next five years.

Arinaitwe said the agency recognises the rapid changes taking place in technology and has adjusted its operations to meet the demands of the digital age.

“We acknowledge the fast pace of technological change, and today almost everything we do in terms of service delivery is digital,” he said.

He said the strategy will strengthen Posta Uganda’s role in delivering modern, reliable and accessible public services while supporting national development and digital inclusion across the country.
